Blend and Reduce the Pepper Base
Place the red bell peppers, Roma tomatoes, chopped red onion, scotch bonnet, garlic, and ginger into a blender. Process until completely smooth, adding as little water as possible. Pour the mixture into a separate saucepan and simmer over medium-high heat for 10–12 minutes.
Reducing the puree beforehand removes excess raw water, concentrating natural sugars and preventing the rice from becoming waterlogged or soggy.
The mixture should reduce by about a third, turning into a thicker, paste-like consistency that no longer smells raw.
