Prepare and Rest the Dough
Whisk the flour and salt together in a large mixing bowl. Gradually pour in the water while stirring with chopsticks or a fork until a shaggy dough forms. Turn the dough out onto a clean surface and knead vigorously for 8-10 minutes until smooth and dense. Wrap tightly in plastic wrap and let it rest at room temperature.
Kneading develops the gluten matrix required to hold heavy meat juices. Resting allows the gluten to relax, making the dough pliable enough to roll thin without springing back.
